REMIT: That Rule 11 be altered to add a new Rule 11.5 & 11.6
- Para-rowing Classification.
A Para-rower is a rower with a disability who meets the minimum criteria set out in the FISA Classification Rules. Only Para-rowers (and support person if required) shall compete in a ParaRowing event.
- Adaptive-rowing Classification.
An Adaptive-rower is a rower who has a diagnosed intellectual impairment. Only Adaptive-rowers (and support person if required) shall compete in an Adaptive-rowing event.
Explanation: NZRA is promoting Para rowing but there is none available within NZSSRA current Rules. These new Rules would create Para-rowing and Adaptive-rowing classifications that could be used for school pararowing and adaptive-rowing events.
- Transitional clause reference removal (Article 1.F)
REMIT: That constitution Article 1.F be updated from:
- Life Member shall mean a person to whom life membership of NZSSRA has been granted pursuant to either Article 6.2 or Article 25.1.C;
To
- Life Member shall mean a person to whom life membership of NZSSRA has been granted pursuant to either Article 6.2.
Explanation: Article 25.1.C was a transitional clause to grandfather across Life Members when the Association incorporated. Article 25 has subsequently been removed but the cross-reference was accidentally left in place. This corrects that.
- Application of Safety System changes (Article 14.8)
REMIT: That constitution article 14.8 be amended from:
- Amendments to the Constitution, Regulations, Rules or Safety System shall be made only if approved by 75% of the Members represented personally or by proxy at the AGM or a SGM called for the purpose. Amendments affecting the conduct of the Championships shall not take effect until after any ongoing Championships; all other amendments shall take effect at the conclusion of the AGM.
To:
- Amendments to the Constitution, Regulations, Rules or Safety System shall be made only if approved by 75% of the Members represented personally or by proxy at the AGM or a SGM called for the purpose. Nevertheless, an AGM may agree that changes to the Safety System take effect at the conclusion of the AGM and affect the conduct of an ongoing Championships provided the changes do not materially affect entries or disadvantage schools entered at that Championships.
Explanation: changes to the Safety System should be implemented at the earliest opportunity but not if they materially affect an ongoing Championships e.g. adding requirements that entrants have not planned for and no time to meet would be unacceptable. The wording permits changes being made immediately if decided that way; rather than requiring them to be immediate unless decided otherwise. This means the status quo, which entrants have certainty about, prevails by default.
- Missing Novice events (Regulation 6.3)
REMIT: That Regulation 6.3 be amended to:
- add as the first event in the BOYS AND GIRLS UNDER 18 NOVICE list
- and to add as the second-to-last event in the BOYS AND GIRLS UNDER 18 NOVICE list
- Quadruple sculls with coxswain
Explanation: these are not new events. They events were added to the NZSSRA Championships Programme of events in past (2015 for the 8+, 2019 for the 4X+) after being trailed as Exhibition Events. However, updates to Regulation 6 at the next Rule-change AGM were overlooked, so the events are missing from the Regulations.
- Entry fees setting date (Regulation 8.2)
REMIT: That Regulation 8.2 be amended from:
- Championships, entrance fees and levies will be set at the Annual General Meeting held prior to the regatta. The proposal from the Host Association for Entry and other fees and levies shall be submitted in writing to the Schools Committee not less than five weeks before the Annual General meeting which shall decide the matter.
To:

Explanation: the change better aligns wording with practice. The old wording used to work because the AGM
was held during the week of Maadi. But the AGM has shifted to the Sunday prior to the regatta.
note: "the year before the regatta" is used instead of "a year before the regatta" because NISSC and SISSC are less than a year after the AGM.
- "Principles" (Rules 4.2 & 20.1)
REMIT: That the Rules be amended to correct instances of principal being used where it should be principle by:
- amending Rule 4.2 to change "principals" to "principles"
- amending Rule 20.1 to change "principal" to "principle"
Explanation: this corrects spelling errors in the Rules
- Communication Equipment (Rule 4.3)
REMIT: That Rule 4.8 Rule 4.3 be altered to change from:
- No boat or member of any crew shall carry any electronic equipment that shall enable communication to be received from any person who is not in the boat. Any school found violating this rule shall be disqualified from the regatta.
To:
- No boat or member of any crew shall carry any electronic equipment that shall enable coaching to be received from any person who is not in the boat. A crew found receiving coaching while racing, in any form, with or without the use of electronic equipment, shall be excluded from the event.
Explanation: Attaching the specific penalty to the act of receiving coaching rather than the carrying of
communication equipment.
Narrowing the definition of electronic equipment to that which could receive coaching.
Changing the penalty to exclude the crew from the race, not disqualify the school from the regatta.
KRI rationale provided:
- Both NZRA Rule 66 (p32) and FISA Rule 28 Bye-law 5.a (p148) penalise the act of communicating rather than the carrying of a communication device.
- In line with the NZRA rules our proposed rule still allows regatta officials to prevent electronic equipment capable of receiving coaching to be carried.
- Any crew intentionally trying to receive coaching during a race could easily conceal a device in a way which umpires could not easily detect (eg, a speaker phone in a coxswain's jacket/lifejacket pocket), whereas devices carried accidentally (eg, a smart watch) are easily detectable in regatta photos and videos. The current NZSSRA rule is therefore ineffective in preventing devices being carried on water capable of receiving coaching. The current NZSSRA rule is far more likely to be penalise a crew accidentally wearing a watch, than a crew genuinely intending to receive coaching through an easily concealed device.
- Many modern electronic devices can receive communication, including commonly used GPS Speedcoaches which receive GPS signals from satellites. By referring to coaching rather than communication we reduce the ambiguity around what is permitted.
- Uniform violations (Rule 10.1)
REMIT: That Rule 10.1 be amended from:
- Every rower must wear the official uniform of the school that they are representing. Any school not wearing approved rowing uniforms may be disqualified.
To

Explanation: disqualification of an entire school is a disproportionate disciplinary outcome; even in circumstances where the school is deliberately flaunting the uniform rule. Exclusion would be more proportionate (lesser disciplinary outcomes carry very little weight).
The proposed alteration reduces the disciplinary outcome from affecting the entire school to just the crew involved. It creates personal responsibility for the crew members without affecting others at the school if they fail to fulfil that responsibility.
note: no school or crew has been disqualified in at least the past 30 years for a uniform violation. The only recorded disciplinary outcome in that time for a uniform violation is an Exclusion, and that was when a student's failure to wear their uniform was just one of a couple of factors.
- Cross-reference correction (Rule 12.5)
REMIT: That Rule 12.5 be amended from:
- Coxswains shall be weighed in racing uniform excluding life jacket on tested scales (see 12.4 above) which indicate the weight of the coxswain...

Explanation: adjusting this cross-reference from "12.4 above" to "12.6 below" corrects the cross-reference.
- Declaration form reference update (Rule 13.2)
REMIT: That Rule 13.2.B be amended from:
- the substitute's name and age is recorded on the Declaration Form that accompanied the original entries; and
To
- the substitute's details are available in a completed entry DECLARATION FORM for the regatta; and
Explanation: it is standard practice for the DECLARATION FORM that accompanied the original entries to be superseded by an updated DECLARATION FORM if a school revises its squad to add new students after close of entries. Regatta Control does not check whether a student was in the original entry declarations; only that their school has made an entry declaration about them. This amendment aligns wording with practice.
- Damage in start zone (Rule 21.7) (1st option)
REMIT: That Rule 21.7 be removed from the Rules
- If a crew while still in the start zone indicates that it has suffered damage to its boat or equipment the Starter or Umpire shall stop the race. The Umpire shall decide, after inspecting the damage, whether the claim was justified and shall, if necessary, apply any appropriate penalty. When this rule is invoked a report on the circumstances and the outcome shall be included in the Race Committee's report.
Explanation: In 2017 Members decided to add a reporting requirement for when Rule 22.7 was invoked so detailed information would be available for when it is next reviewed. Since then 19 Championships regattas have been held, 5685 races completed, and 42525 crews have started races. Less than a dozen of those crews invoked the Rule and almost all of them were not due to damage.
On one occasion there was a protest about the crew alleging the race should not have been stopped. However, the requirement for the umpire to stop the race is mandatory; not discretionary.
This Rule is almost never invoked by crews that have suffered actual damage. Instead, it is invoked by crews for other reasons e.g. gates were not done up properly and came open, etc. The quality of plant used at Championships has improved considerably since the days where it was prone to actually breaking. Such rare instances of damage should be treated the same as other instances of damage and bad luck elsewhere during racing and not receive special treatment.
- Damage in start zone (Rule 21.7) (2nd option)
Note: if the above remit to remove Rule 21.7 passes then the following remit is withdrawn.
REMIT: That Rule 21.7 be updated to replace the word "shall" in the first sentence with the word "may".
Proposed Rule 21.7:
- If a crew while still in the start zone indicates that it has suffered damage to its boat or equipment the Starter or Umpire may stop the race. Explanation: In line with NZRA rule 62.1. Requiring the umpire to stop the race when a crew indicates breakage (eg, by stopping and raising a hand) in the start zone without allowing the umpire to use their discretion, leaves this rule open to abuse. Any crew wishing to have the race restarted (eg, after a bad start) can achieve this by claiming they have suffered breakage, leaving the umpire to decide whether the crew genuinely believed there was a breakage or not
- Disciplinary terms
REMIT: That definitions of disciplinary terms be added to the Constitution and those terms therefore capitalised throughout the Rules, Regualtions, and Safety System as follows:
- that the following disciplinary definitions be inserted within Article 1.1 in alphabetical order and Article 1.1
renumbered accordingly:
- Reprimand means a formal admonishment that the conduct of the student or crew is in breach of the Regulations, Rules, or Safety System. This will be an appropriate sanction where the breach does not warrant a high level of sanction;
- Yellow Card means a formal warning for a breach of the Regulations, Rules, or Safety System. A Yellow Card shall apply to the next race in which that crew competes in that regatta. It shall lapse only when the race is concluded and shall therefore still apply in the case of a postponement or rerow of that race. A crew awarded two Yellow Cards applying to the same race shall be Excluded from the event;
- Relegation (REL) means the crew is placed last in its race;
- Exclusion (EXC) means the crew is removed from some or all rounds of the event in question. This sanction is for a serious and/or repeated breach of the Regulations, Rules, or Safety System, justifying that the offending crew take no further part in the event;
- Disqualification (DSQ) means the students or crew are disqualified from all events in the regatta:
- This sanction is for the most serious breaches of the Regulations, Rules, or Safety System, justifying removal from the regatta.
- Where a student is Disqualified, that student shall take no further part in the regatta.
- Where a student is Disqualified at a time when Rule 13.4 restricts substitutions , then the student may not be replaced and the crew of that student shall be Excluded from all rounds of the event in question.
- Where a crew is Disqualified, no member of that crew shall take any further part in any event of that regatta.
- Where a school is Disqualified, none of its students shall take any further part in any event of that regatta;
- "disqualified" capitalised to "Disqualified" in Regulation 7.4; Rules 2.3, 4.3, 10.1, and 17.2; and Safety System clauses 7.C, 7.D, 9.A, and 9.B.
- "disqualification" capitalised to "Disqualification" in Rules 20.A and 20.B
- "exclusion" capitalised to "Exclusion" in Regulation 7.4 and Rule 12.5
- "exclude" capitalised to "Exclude" in Rule 19.7.B
- "excluded" capitalised to "Excluded" in Rule 23.2
- "relegated" capitalised to "Relegated" in Rule 12.7
- "reprimand" capitalised to "Reprimand" in Rule 17.2
Explanation: the definitions record how the disciplinary outcomes work in practice, which is also how they work under NZRA Rules. Having the definitions recorded removes the need to rely on general knowledge and makes it obious to those new to rowing what these terms mean in a rowing context.
- School Sport NZ
REMIT: that references to "NZSSSC" be updated by:
- amending the definition in Article 1.1 by replacing "NZSSSC" with "SSNZ" and re-ordering the definitions alphabetically.
- amending Article 18.4 to remove "To the extent that it is practicable to do so NZSSSC codes shall be adopted in respect of Secondary Schools that are members of NZSSSC."
- amending Regulations 1.5, 6.2.B, and 7.3.B.iii by replacing "NZSSSC" with "SSNZ"
- amending Rule 2.4 by replacing "NZSSSC" with "SSNZ"
Explanation: New Zealand Secondary School Sports Council now operates under the trading name School
Sport NZ. The acronym change reflects that.
SSNZ no longer has codes for schools. It would be completely impractical for NZSSRA to adopt a new coding system if SSNZ were to adopt one. So the requirement is removed.
- Promotional Equipment (Rule 4.4)
REMIT: That a new Rule be added to the NZSSRA Rules of Racing (under Rule 4) as follows:
- The Organising Committee may require crews to carry on their boats such equipment as it considers desirable for the better promotion of the sport of rowing (e.g. mini-cameras, microphones, GPS, etc.) provided that such equipment is identical in weight and location for all boats in a race.
Explanation: In recent years, the use of live streaming and audio/visual communication during racing has become an important part of larger regattas. The intent is that the organising committee can require crews to carry equipment such as cameras or recording devices during their races to promote interest and excitement in the racing. Either all crews would carry identical equipment, or some crews would carry the recording equipment, and the rest would carry equivalently positioned/weighted equipment so as to not disadvantage any crew in the race. The suggested rule is based on the World Rowing (FISA) rule that was added in 2022

"At World Rowing Championship, World Rowing Cup, Olympic, Paralympic, Youth Olympic and relevant qualification regattas, the Council may require crews to carry on their boats such equipment as it considers desirable for the better promotion of the sport of rowing (e.g. mini cameras, microphones, etc.) provided that such equipment is identical for all boats in a race."
- Remit for temporary membership validity (Article 1.1)
REMIT: That constitution Article 6.3.A be amended from:
- The Schools Committee at its sole discretion may admit that Secondary School as a Member School and/or declare that Secondary School's status as a Member School to be currently valid with all associated rights and benefits; and
To:
- The Schools Committee at its sole discretion may admit that Secondary School as a Member School and/or declare that Secondary School's status as a Member School to be valid for a specified period or purpose with all associated rights and benefits; and
Explanation:
Background
An SGM was initiated at the end of November 2024. Its purpose was to provide Members with an opportunity to expedite implementation of NZSSRA's new Year 14 policy within the Rules. This would ultimately allow that policy to become enforceable.
The timing of the SGM meant it was underway after the 1 December deadline for Member Schools to pay their annual subscription. After 1 December Members who have not paid their annual subscription are automatically suspended (Article 15.6). Suspended members are not allowed to "participate or vote at any meeting" (Article 15.7.A).
It is extremely rare for there to be any NZSSRA meetings each year other than the AGM. The primary motivation for Member Schools to pay their annual subs is so they can enter NZSSRA Championships. Entries for NZSSRA Championships do not open until mid-February. As a consequence, it is usual for the majority of Member Schools to not pay their annual subscription until after 1 December. Members are used to there being no consequences for that.
The Board identified the timing of annual subscription payments as likely to interfere with SGM voting. It undertook to find a way to ensure a Member School's financial status would not affect its ability to vote at the SGM.
Issue
At 1 December there were only 44 Member Schools that had paid their annual subscription. The rest were suspended.
Article 6.3 permits the Schools Committee to declare "a Member School to be currently valid". However, that then removes the need for the school to pay its annual subs before entering a Championships. For this reason such declarations are usually only given in the context of letting a school make entries, and only after an undertaking has been received that the annual subscription will be paid before the Championships.
This means Article 6.3 declarations were not an appropriate mechanism for dealing with SGM voting eligibility.
Article 24 solution
The constitution does not provide any mechanism for removing declared "current" membership validity. Not even in the case a Member School fails to meet its undertakings. Nor is there any mechanism for declaring limited validity e.g. time limited or purpose limited (such as being able to vote at a SGM).
Therefore, in accordance with Article 24.1, the Schools Committee:
- Identified a matter not provided for in the Constitution i.e. revoking the validity of membership that has been declared "currently valid" by the Schools Committee pursuant to Article 6.3; and
- 2. Determined the reasonable way to deal with this is for the Schools Committee to be able to decide when
Article 6.3 membership validity ceases to be "current".
Application of Article 24.1 solution to 2025 SGM
Faced with SGM ballots submitted by Member Schools who were non-financial at the time of the SGM the Schools Committee cured those ballots by declaring those Member Schools "to be currently valid for the duration of the SGM".
Article 24.2 reporting
Having dealt with a matter under Article 24.1, the Schools Committee had this report created to go to Members at the 2025 AGM, as required by Article 24.2.
The Schools Committee has also put forward a remit to the 2025 AGM. This is so this matter no longer remains one that is not provided for in the Constitution.
Article 6.3.A allowed the Schools Committee to declare a membership "currently valid". However, Article 6.3.A did not provide a way to declare the constraints that result in a membership being only "currently valid". That meant such declarations made membership simply "valid", rather than just "currently valid" (as intended).
This remit corrects that by allowing the Schools Committee to specify a period or purpose after which the membership ceases being "currently valid" and returns to its natural validity.
- Year Group Classification (Rule 11)
REMIT: That the current classification of rowers by age be replaced by Classification by school year level.

Current NZSSRA Rule 11 is:
- CLASSIFICATION OF ROWERS
- Male and Female rowers are classified according to:
- gender,
- ability,
- age.
- Classification according to gender.
All rowers shall be classified as eligible to row in one of two genders: male or female. A rower's gender shall match their sex unless their gender classification has been set in accordance with NZRA's Transgender and Transsexual Policy. There shall be racing provided for each gender, where crews (excluding coxswains) and races shall be limited to members of one gender.
- Classification according to ability.
Novice Class - rowers who have not competed in a prior Season.
- Classification according to age.
In all age group events rowers must be under the stipulated age before the 1st of January in the Season in which the competition is held*. In the case of dispute the rower may be required to produce a birth certificate to verify their age. No entries will be accepted where the rower's age is not specified.
Explanation: Rowing is an endurance sport and therefore time spent training is a key determining factor in success. Owing to variation of rowers entering education and the subsequent spread of birthdates, the current classification by age group creates disparity. There are a number of rowers who, due their birthdate falling in the early part of the year, i.e. after the 1 January cut off, are able to compete in events against rowers of lesser experience.
Students are classified academically into year groups and learn with their year group peers.
This remit seeks to align competition with their year group peers and therefore create a competition model that reflects the peer group classification that schools use.
The education system uses the year group system rather than an age based system, recognising peers grouped by criteria which have a more comprehensive view of the needs of young people. They are grouped in accordance with their physical, social and intellectual needs and arranged this way to ensure they are able to flourish and grow among their peers.
Rowing should adopt a competition classification regime that puts the athletes needs and development first as the underlying criteria that guides rowing as a sport option for young people.

Explanation: this converts the existing Regulation that set Championships events from agegroup racing to Year-group racing. It also includes Novice Eights and Quads, which are standard Championships events but have been missing from the list.
Note: using the existing Regulations, trophies will need to be reassigned from age-group events to Year-group events. Regulation 19.5 sets out how this is done. It was used when NZSSRA changed from U19 event to U18 events.
Regulation 13.4 is altered to become
4. The racing of the Year 13 boys and girls Fours and Eights, shall have priority over other events in the case of a shortened regatta. Should the time be limited "B" and other small finals shall abandoned. Fours and Eights races in other Year groups will then have priority over other events.
Explanation: this converts the existing Regulation that governs postponements from agegroup racing to Year-group racing.
Regulation 18.2 is altered to replace the words "an under-18 event" with the words "a Year 13 event".
Explanation: this converts the existing Regulation that governs top ten badges from agegroup racing to Year-group racing.
RULES
Rule 11.1.C is altered by replacing "age, and where applicable," with "Year Level."
Rule 11.4 is altered by replacing the existing Rule 11.4 with a new Rule 11.4 as follows:
- Classification according to Year Level.
In all Year Level events for a Season the Rower's Year Level must be at or below the stipulated event Year Level.
No entries will be accepted where the rower's Year Level is not specified.
Explanation: this replaces the existing age-group classifications with Year-group classifications.
Rule 13.2.B is altered by replacing the existing Rule 13.2.B with:
- the substitute's details are available in a completed entry DECLARATION FORM for the regatta; and
Explanation: this converts the existing age-group declaration requirements that apply to substitutes into general declaration requirements that also cover Year-groups.
Rule 15.6 is altered by replacing the words "an under-18 event" with "a Year 13 event"
Explanation: this converts the existing Rule requires B finals for U18 events (so top ten badges can be awarded) to a Rule for the equivalent Year-group events.
